DAWN DISH SOAP.
I WOULD BE WONDERING HOW A 18 MONTH HAD TIME TO PUT A WHOLE JAR OF VASILINE IN THEIR HAIR BEFORE GETTING DISCOVERED. BABYSITTER NOT DOING THEIR JOB?????

Johnsons baby shampoo, or "Mane and Tail" if you can find it.

I put the same stuff in my hair once, was going to a 50's themed party, what a dumb ***.

dishwashing liquid should do the trick, although it will take several times to get it all out. good luck.
