Clean out the closets and drawers together. Visit an animal shelter. Go read at the library. Take long walks and get some exercise. Any chance of joining the YMCA or someplace with an indoor pool? Swimming is an excellent stress reducer!
Put on some music and dance. Go to Baskin-Robbins and sample all 31 flavors.
I have 2 daughters, 9 & 11, and they came up with most of these ideas!

My twins are 8 1/2, I agree with the other ladies here.... hair & makeup party! My girls looooove playing 'beauty shop'. We get out my old hot rollers, pins & clips and they have a blast. If you have one of those cheap manicure sets that comes with all the little brushes, mine like it when i get them a cup of water and they use the brushes dipped in water to do pretend make-up.
Outside of home activities, just ask her! I take mine to a place near our house that has tons of squirrels and we toss them peanuts.
I think most kids under 12 prefer the 'free' things anyway!

I was gong to suggest a video arcade, but that involves some money (not that much). Does she like the out-doors? Any parks, lakes, etc nearby? What are her interests? Does she like art? Any museums nearby? Usually their admissions are minimal. Or give her paper & pencil & let her draw. (While you're doing something, maybe you can get her to talk.)

It really depends on where you live. Local parks and museums are always nice. What about quality time at home? Maybe bake cookies, make a craft together, or do a make-up and hair party together? She'll love participating in the "adult" activities and feel very special that you focused your undivided attention on her.

Internet chat rooms...just joking! At nine their minds are in the science and technology stage. They are sponges for science. I would suggest a museum.
If you are completely broke, one on one time doing anything is great.
