I don't think so. There is not a cross-section of the public at Yahoo answers. You don't know their ages, whether they're registered to vote, or what country they're in. Therefore, the results of such "monitoring" would be useless.

Just like most big blogs and message boards. The two political parties and organized labor pay their people to monitor and troll the sites. It used to happen on Usenet and BBSs when they were still relevant.
