Before you do anything you two need to have a little heart to heart talk about sex, the consiquences and STDs. What will YOU do if sometning happens (condom breaks for example) are you prepared to use "Plan B"? or have an abortion? is he willing to pay for a child that you may decide to have? Have either of you been checked for STDs? What protection will you be useing (I hope to god that a condom at LEAST if not in addition to BC pill, or the shot or sometning). If you two can't discuss these things then neither of you are ready for "the next step".
All that said.
Invite him over when you have the place to yourself. Have him sit on a nice comfy chair.. turn the lights down low... put on some "slinky" music... and then do a strip tease for him!!! I would take it slow, because it doesn't seem that his comfort level is the same as yours. I think it would be best to try to find a way to discuss it so you could find out what it is that makes him shy away from intimacy because he probably has a damn good reason as to why he doesn't want to engage in that type of activity. It could be image issues (which I know a lot of people have thanks to the media), performance issues, or maybe he's afraid it would alter the relationship from what it currently is.

I think you should take it slow, but maybe do things to accustom him to intimacy but not outright sex because he doesn't seem ready yet. Like rub his shoulders and back, and then he can return the favor. Then rub his chest, and ask him to do the same thing back. (Like monkey see, monkey do). Maybe watch a sexy movie together. Take a shower or bath together. Show him some new underwear and see if he likes it, or ask him to help you with your bra strap, etc. Just little things to get used to the idea of seeing you nude, etc.

He may have issues regarding his size, body frame or other insecurities. Or he may have a disease he doesn't want to tell you about. It could be so many things. Talk to him and find out what it is before you go off seducing him.
