First I would like to appreciate as It is a very good question. Coming to conservation if you are talking about domestic water, try reduction and recycling of water. for example the water used for laundry can also be used for gardening (since it contains phosphates) and collect rain water and harvest it thru pits, try to have taps that will be push flow type at sinks so as to minimise the wastage, vegetables/cereals/meats washwater can be used for gardening too (specifically to rose plants). If the water is too salty i mean it has too many dissolved salts then it can be used for coconut trees or teak trees which can sustain high TDS(total dissolved solids) water.
In concern with rains best way to conserve is to have as many check dams as possible so as to replenish the groundwater. In irrigation use drip irrigation method.

Ideally drip hoses would be the way to go. But, since you imply you may be using a watering can, bucket or some such thing, water in the evening so that less water has a chance to evaporate and pour the water close to the plants' roots. If you wash dishes by hand, that water can be used in the garden. Collect rain water. But, be sure to use it before mosquito larvae have a chance to develope.

I have aerators on all of my faucets which means: the water pressure still feels like normal when I turn on the faucet, but really water and air is being pushed through. So I am using less water because air and water comes out of my faucet and not just a steady stream of water. I love them and you hardly know they are there. Same with the shower head.

in my opinion the earliest way to start water conservation for a day is to make sure that no taps run when u brush ur teeth.....and most importantly the source of water should be kept clean and the use of rain water by collection and disturbation is to be done efficiently.......as we can't create water against the simple natural rule we have to conserve what we have...

The reason why we dont have enough water is we have too many people and our idiot PM keeps packing them in. So I say Fck the water restrictions, if he wants to be an irresponsible twat then he can die of thirst. I wont encourage that idiot by saving water and I am not going to give up something so some twit can balance his books with cheap imported labour.

We have one of those nozzles on the shower that uses less water. I use the water from my washing machine on the garden. We wash our car either on the lawn or we use a car wash that has recycle water

you can do the obvious ones shower not bath catch rainwater for house plants get dish washer and do large amounts of dishes at one time put brick in toilet cystern this reduses water used for flushing turn down water presure to taps always use plug in sink when washing etc
