If you plug in the phone and hear a dial tone, you can call 911... many phone companies provide a dial tone even though you don't carry active phone service on the line just for this reason. That's why those of us paying for phone service pay the E-911 fee in our bill.

No... not on a land line.
If you want to be able to call 911 in an emergency, get a cell phone with no service. Keep it in the house on a charger. You can still call 911 with that.

I don't have a landline...'cuz...I got VoIP...but I have a dial tone and can call 911....this is the reason ppl have that 911 tax on their phone bill...so poor ppl can call 911..if you don't have a dial tone call the phone co, and ask them...but they will give u are hard time...fight for it!! its you right to have that service...
