Because when you ask a question, you are receiving and receiving costs (Just like paying a psychiatrist). Giving of yourself warrants payment (You are the psychiatrist:). If anything, you should get more points for answering.

Actually this is what they do to encourage people to follow through. Yes, you lose five for asking but if you then choose a best answer, you get 3 points, plus by choosing it closes the question (preventing voters from choosing for you) thus getting your 5 points back.
Net result, you get three points. The best solution
If you ask a question and then never go back again, you lose your 5 points and never get them back. This only happens if people voted to pick the best for you, the worst solution.
If you ask a question so completely unremarkable that no even bothers to vote for it you still get your 5 points back.

Its also some control over how many questions are posted. If you use up all your points, have to give back something, that is answer some questions before its your turn again to ask...

If not, the idiots who ask those really stupid repetitive questions or those who just ask questions with slurs to bait other people would drown us with thousands of questions. That keeps them a little more under control. It is like why Health Plans demand a copay - just so you don't bother them constantly with every pimple or sniffle that turns up.
