The time difference between Chicago (USA) and Istanbul (Turky) is exactly 8.00 hrs. If CDT is 8.00 AM on Monday it is 4.00PM at
Istanbul (Turkey)

To find out the Local Mean Time of any location on the earth, Find out the Longatude of the location then determine the difference from your location and divide the value by fifteen. this will give you the difference in hours from
your location. Here in Sydney Australia, we are 150 degrees from England, so 150/15 = 10. Therefore, 5:00 am in England it is 15:00 or 3:00 pm in Sydney Depending on summer time you either add or subtract an hour. So 0800 CDT Chicago, it would be at a guess, 1900 on Sunday or 7:00 pm. The US is West longatude so Turkey had its sunrise before you and therefore, it is evening. Hope this helps you.
