Speaking God's word should be involved in all instances if that is what you believe. It should not only then be spoken but lived. Judging is what God said was His right, not ours. Admonishment is one to another of the same belief. Asking questions is trickier. If you are asking questions to bait those who have alternative beliefs then it's deceiving the answerer. If it's because you don't personally know the answer then it is what everyone should do to seek the opinions, yet not necessarily the truth of others. And if it is to boost the ability of yourself and others so as to promote an opportunity to speak what you believe to be the truth and/or to criticize others, then it is deceiving and unworthy of the truths that may be spoken. If you have to trick someone into hearing you then what you are saying is lost by the intent.

depends upon what you mean by " speaking God's word as it is " as there are many different interpretations as to what God's word actually is. what you believe to be God's word I may not and what I believe to be God's word you may not. as far as the other part of your question is concerned discussion allows mortals to exchange wisdom knowledge and gain a different perspective leading to more knowledge and wisdom.
