Is she in some of your classes? Do you mutual friends who might help out with the introductions?
If not , then you have to take the initiative and say hi, I'm ..... and I was wondering if you'd like go for a coffee or a pop at .... It doesn't have to be a big thing, when you go for coffee talk to her about things you might have in common. The best relationships start out as friends and I bet she knows more about you than you realize.
If she says no, well as my mum used to say there's more fish in the sea. Good luck.

just think of the fun times you will miss out on if you don't ask her out and then someone else will and you will be like "that could have been me" and if she says no, dont worry about it coz then she is missing out in the fun time with you. you have to be confident and just ask, do this - first thing in the morning look in the mirror and repeat "I AM your name" 3 time, but with pride. this will help lift your confidence a little but the more you THINK about asking a gal out the harder it will become especially in the future. hope this little bit of wisdom helps

Well theres always the chance of rejection, so once you've gotten over that, just go up to her and say it, girls like confident guys. Tell her you've seen her around and would like to hang out with her. If she says no, well, dont be too disappointed!!

Well first just start to hang out with her. Then maybe aventually ask her to a movie or out to eat or just to hang out at a local park. Then just be cool. :-)
