That is a tough one. There is no "English Level" to aspire to. In other words, there is no level 2 or 3 English.
But, according to Assessment and ESL (Law and Eckes 1995) there are several assessment options that give different profenciency levels.
You could start with a home language interview and primary language literacy questionnaire (do a Google search) and then an English Vocabulary checklist, Emerging readers assment and writing checklist.
All this is taken from a graduate course I did to complete my MA in teaching ESL. However, in the "real world" there are several private companies that compose ESL tests.
I currently work at an international school in Asia where I tested kids only an oral profenciency test which tested kids on things like analogies and homophones.

try some of these ESL sites, as Kevin from Liverpool would have suggested if he were on line...

www.englishforums.com
www.world-english.org
www.tolearnenglish.com
www.zozanga.com
www.word2word.com
www.englishpage.com

www.usingenglish.com
www.bbc.co.uk/worldservice
www.learnenglish.org.uk
www.english-at-home.com
www.esl.net

Some of those might have a kind of level test, or any language school will be able to give you a free test to determine your level (with the intention of putting you into a course). Another good way to figure it out on your own would be to go to a bookstore, and find the English language textbooks, and see how many units you are decently familiar with.

Good luck!
