your quiestion is very vague.
1. because they have never had intercourse.
2. they do have intercourse, but are on contraception
3. they do have intercourse but they have fertility problems.
4. their partner has fertility problems.
5. they have been sterilised or have had a hysterectomy...
the list goes on and on and on...
be more specific.

1. They plan it that way. (No sex, family planning)
2. They didn't plan it that way (hormonal troubles, uterine torsion, tubal troubles, male infertility)
3. They are this way by surgical intervention (tubal ligation, hysterectomy, vasectomy)
