No, there would be many problems associated with this. Having police as part of the government ensures that they enforce State, County, and Local laws. Since the local laws vary it would be almost impossible to enforce every code. Another thing is how would the "private police" get paid, or funded? The city, state, and county make money off of citations issued wich also allows the city to fund other areas of the government, ie schooling.

It's impossible to privatise the police service. If someone was murdered, who'd pay the police to investigate? If you were stopped for speeding, would you have to pay the police to arrest you? What if you just refused to pay? Surely that would mean that rich people who could afford to pay the police to arrest people would always get their way - and effectively have their own private armies, wheras the poor people could be harassed by the rich, and couldn't afford to pay the police to arrest the rich people. Even to suggest the police be privatised is ludicrous.

Yes. If the police were directly responsible to the people who hired them and paid their wages and benefits rather than to politicians who dole out rewards (using money extorted (oops, sorry, 'taxed') from the citizens of the polity) as a favor to those who 'go with the program', they'd be a lot more responsive.

everything ought to be privatized, the police, the army, the government, the church.. it should all be in the hands of private enterprises..that way we will all know for sure what this is all about, rather than living under the illusion that it is for our own good
