as a known friend from india wants to migrate to safe country where asthamatic patent has no major problem living, it should be clean healthy enviorement and less humid place

You can probably find a drier healthier climate right there in India; if memory serves me, it is a huge land with many climes and territories. There is a large desert area in one region (Correct me if I'm wrong!) and the Himalyan foothills should be cooler and drier than the more tropical lowlands.
