"Law of return" says that every Jewish person or every person (no matter what religion is ) who is descended from a Jewish ancestor (up to three generations, I think) can come to Israel and be a citizen of the state. This law includes the children of that person and his/ her spouses too.

It doesn't mean that you (in case you are not Jewish in any way) can't be a citizen of Israel.

If you are Jewish, you have to prove it at the Rabbi's (family papers and certificates, knowledge in the religion itself and the Jewish history etc...). I think you can apply to whomever you want, in this case, as every communal body in Israel (including the global ones) wants Jewish citizens in Israel.

One final anecdote: the ambassador of Israel in Russia told the radio once that he was applied by a Russian young lady who claimed to be Jewish to be a citizen of Israel in the name of "law of return". That woman did not have any papers to prove her Jewishness and she couldn't tell anything about Judaism and did not really know anything about it, but when requested to tell her memories from her Jewish family home, she told that each passover her father hunted a Christian child and squeezed his blood in order to make Passover's Matzohs. Of course, that was the final proof for the Rabbis that this woman was not only not Jewish, she had also not have the slightest clue who are the Jews and what they practice.

under the law of return of 1948 any jew may return and became a israelli citizen. you first have to be accepted as an immigrant and they will ask if you are jewish and check out any reference you have to that claim. if not you may be rejected and sent back.
