There are several keys to being a good communicator. First, eye contact is important. Don't stare them down, but look them in the eye to let them know you are listening and talking to them. Second, be an active listener. Don't start planning what you are going to say, listen to what they are saying and then formulate an answer. Third, try to keep statements in an "I" term. Always state things from your standpoint. Don't every throw out statements that seem to point fingers or place blame elsewhere - especially in arguements. When listening, always show you are paying attention with either a nod of the head or a word of continuation. These are some important tips I got out of my communications class. There are tons more, but you can really find alot on the web these days. I would say for further advice, google.com it. :)

Your technique depends on the situation. For job interviews direct eye contact is best but don't glare. Speak clearly, confidently, and sit up straight. Minimize hand movements as they can be distracting. Your dress is also a communication tool so choose appropriate clothing. For relationship skill a more relaxed self confidence and listening skill is start. Eye contact is important but look away occasionally when appropriate so as not to be conceived as a potential stalker.
