I am doing a ECDL Fast Track course. Is it a course that is made up of two parts, Part 1 is getting to know the computer better and part 2 is learning how to use all the different packages you can get, you can do it in Lotus or Microsoft which I am doing.
You have to complete assignments on the different packages throughout the course and there is a test at the end, which involves all the aspects of the course, and this is taken under strict exam rules.

I think the way the course works is there are 7 parts and you will be tested during your course on each of them and you have 45 mins to answer what takes 5 mins!

Yes, you have to pass a test in each module. But rather than one big test at the end you have several tests as you go through the course.
