our concience comes from our soul, in eden adam and eves souls were completely innocent, then they tasted the fruit of the tree of knowledge and it gave the knowledge of right and wrong. This has been passed down to all of us that exist today, so when we feel guilt for something that we did wrong we put it there because we know deep down that what we did was wrong no matter what we believe. when we feel good its usually cause we did something right and deep down we know it because our sense of right and wrong tells us so.

Social programing kid; it's all social programing....
As to this:
"When we do something wrong we feel guilty",
and this:
"We all have a voice in our heads that helps lead us to good"
Wow do those statements give you away. You must be very young still, and kind of sheltered even for your age. You have yet to deal with even your first sociopath. Wait until you've dealt with your twentieth before you pronounce your Final Word on the subject.
Or your fiftieth.....
"Never appeal to a man's "better nature." He may not have one. Invoking his self-interest gives you more leverage."
Robert E Heinlein

Excellent question. One logical explanation of why some of the above answerers still cannot get it or attempt rationalizing their own belief while trying to disprove yours without actual proof is the reality that not everyone is blessed with the same capacity of conscience or understanding. Since they are endowed with a lesser level of awareness, they lack from their own personal experience , enough insight to truly phantom the depth of conscience and awareness you may be referring to..Also you can, as in the case here , notice a tone which betrays a certain unkindness almost bordering on the rude which proves they also lack a certain amount of heart. Sort of reminds one of the saying " they have eye's but cannot see, ears but cannot hear".
I would like to believe theirs is not an incurable condition for to I once wallowed in the depths of the miry clay.

That "voice" is the Holy Spirit moving through you as your subconscious. The voice that eggs you on is your ego, that which would destroy you. Within your subconsious is all of your life's answers. To find them, you need to meditate. You know good from bad from your previous lives. Your soul has learned many lessons and has many to learn. Practice good karma and you will never look over your shoulder.

This is the typical rant from theists. My first question is to ask them: If god didn't exist, would you start stealing, raping, murdering, etc? If you say yes, you are a horrible person. If you say no, you understand that morality transcends a "god." So answer this simple question:
Why is that I, an atheist, is not going out there murdering, raping, and stealing? Why is it that I am a law abiding citizen when I don't believe in god? *gasp* Maybe because morality doesn't come from god!
People don't steal because it hurts others and would hurt us if we were the victims. People don't rape because they understand each person's body is unique to them. People don't murder because that is a very extreme source of solution. Theists and their silly "THE WORLD WOULD BE IN CHAOS IF THERE WASN'T THE BABY JESUS."

Conscience is a component of the mind, which is itself nothing more than an emergent behavior of the brain.
Conscience is the intellectual interpretation of the altruistic instinct that evolution has instilled in avians and mammals and even some reptiles.
No god needed.

I believe that voice is the HOLY SPIRIT speaking to us. I believe God has put some of himself in us to know the difference between right and wrong. I love to listen to HIS voice which will tell you of all things. The closer to Him you get the more He will speak to you. I love Him don't YOU?

It's taught. Your experIEnces and what society has told you is right and wrong ie laws and rules. Guilt is a learned emotion, so if you don't feel guilt, then you don't have a conscience.

"A man's ethical behaviour should be based effectually on sympathy, education, and social ties and needs; no religious basis is necessary. Man would indeed be in a poor way if he had to be restrained by fear of punishment and hope of reward after death."

There are a lot of war veterans that will tell you they have seen plenty of atheist that cry for God on their last breath.
