Its not only India, but in almost all democratic countries, minorities play important role in democracy. There can be several explanations for that, like minorities vote collectively and majority is usually spread out.

Most logical reason for me is that, for years politicians have used majority, and it has become saturated. Majority is not that much influenced by political gimmicks as minorities. Minorities are more than happy to get importance from anyone, so they vote for them.

This is part of cycle of democracy, right now minorities are having fun, after sometime they won't.

Generally it may be so but not so in India !

If you take the case of most places in India you will be able to find that the minorities are just namesake . Actually they are more often more in number than the so-called majorities . It is also a reason that the majorities are more educated and has a firm political concept than the minorities which can be easily swayed with some offers (all are not so ...exception proves the law..)

Thus this becomes a reason for this strange phenomenon and can we blame the politicians in a country were minority is the true authority ?

Sometimes the majority is divided equally on some issues. For example, in america people are divided republican and democrat about equally, so those few who do not automatically take sides one way or another hold a lot of power, and the politicians will work very hard to get those votes. It's called a swing vote. I linked to the wikipedia article below.

Also something to considder is that just because you see yourself as a "majority group" doesn't mean that your group is actually in the majority nation-wide. There may be more of your percieved minority group in other areas so that it adds up to the same or more than your group when you considder the nation as a whole.

Also considder that sometimes other nations put pressure on your contry to do what they want, and this is sometimes to appease the minority oppinions. For example, the US will not offer funding to any country that openly promotes birth control devices or basically any country that promotes non-abstinance.

the problem is that minorities go out to vote collectively while the majority is sread out. most of them dont even go out to vote. around 50% of the people vote every year. so if the full 15% minority votes, it would have the strength of 30% of the whole population. and sometimes these guys vote 2 or 3 times. so finally their vote makes a big impact in deciding who wins and who doesnt
