I tried to hail a cab yesterday, and the taxi driver told me that the fare would only amount to $6 and that it would be a 'waste' of his time.
Can taxi drivers do that? Can I report him to his taxi company?

Not really. The guidelines for a cabbie to refuse a fare are along the lines of if it's a "problem passenger,", i.e. drunk or abusive; they can also refuse to drive to a dangerous area.
Although it is usually drivers who are penalized for illegal service refusals, regulators can seek to have companies held accountable for the behavior of their drivers, both ethically and legally.

Hi Ashley,
It really depends on the law in your country and/or the Cab company.
In Mumbai, Cabs and Rickshaws are not legally allowed to turn down a fare. However, it is very hard to take any action as Cab Unions (in your case Cab Companies) take care of their own.
I suggest you do contact the Cab Company and tell them about it., but from what I've seen around the world, they won't do much.

yes they can refuse. I used to be a cab driver several years ago in Las Vegas. I have never refused a fare that was too short but I have refused a couple of unruly drunks.
The best tip I ever got was on a $5 ride. The dude gave me a $20 chip. THAT was definitely worth it!

He can do that, because there really isn't a code of ethics for cab drivers, unfortunately. You can and should certainly report his reprehensible behavior to the cab company. Though they don't have a written code of ethics by which they abide, they also don't have to be big jerks, either. That kind of behavior anywhere, in any line of work, is unacceptable and downright rude.

You can legally report anyone, the real question is, will anyone do anything about it. Call the cab company, and if they won't do anything, threaten to complain to the better business bureau. Then go and file that complaint!

I do not think it is ethical or legal.
Though they do have right of refusal for other reasons like drunkeness or innapropriate behavior

They are licensed by the City they are in. You can complain; but what can you do with a jerk except forget.

No, not unless they have their minimums clearly posted, and then they should still take you where you need to go as long as you pay that amount.
