Most people do not envy the Mexicans and they are thus seen as less of a threat to the the self esteem of the losers of the world.
It's kind of like when some women are jealous of the really beautiful ones, they will see an ugly woman as a better person just as a manner of ego defense.
The question is: Who is the rest of the word going to call on when in trouble? Mexico or the USA?

Depends who you ask, in Mexico the Mexican, in America, the American, really couldn't you figure that out.

Well I wonder if it depends on the Country....I know I have met a lot of people from Central and South America and they have a lot of respect for Mexico and Mexican people.

I have nothing against Americans but I travelled to europe last year and when I spoke in english ( with an American accent )people was very mean ( specially in France ), when I said I was Mexican, people changed their attitude. After that I had to speak more with the latin american accent to save my neck.

Probably a white american, as long as they didn't act like the typical american tourist, expecting everyone to know english and bow at their feet for being a member of the greatest civilization in world history.

It depends on the person not on the country. we have good and bad people, just like Mexico has good and bad people. A white person Adolf Hitler and a Latin person Hugo Chavez who is the better person?

the mexicans ether a drug/gun runner/bandit and the american is seen as a oppressor/baby killer/ignorent.
the answer is that both are likely to have bullets flying twords their heads.
