This has been asked several times already.

The national electrical code has no limit on the number of receptacles on a circuit for residential. For commercial applications, since a receptacle is not required it is assumed it is there for a reason so has a load requirement. This works out to be 13 receptacles on a 20A circuit. In residential, since most receptacles are required by wall spacing rules, there is no load associated, so you can have as many as you want. There is a requirement to have at least one 15A circuit per 600 sq ft or one 20A circuit per 800 sq ft. That is what limits a large house from being on one circuit.

I dont think there is a code requirement unlike say, spacing of receptacles. It really depends on what you plan to run. You have to check with the city tho since there may be a local code regarding it.

You can add up to seven. But that would really depend where they are and what they will be used for. KItchen? If so, and maybe a frige, microwave, toaster oven, should only have three.
