Urban sprawl and poor planning with the self interests of the politicians and zoning committees doomed this cause around 1960. In a lot of areas, the regions were so rural outside of the cities, that it seemed like a good plan at the time to expand development horizontally instead of vertically. This was done in many cases without pre-planning mass transit either by bus or rail... some areas are now scrambling to find ways to make commuter rail a viable option in regions where the automobile is SO ingrained in everyone's daily life. I think as a whole, planning is not done on an exponentially large enough scale to foresee future need versus current development and revenue. Our highways were designed to handle maybe half to one third of today's traffic and are aging rapidly due to the increased wear and tear.
What can be done? I don't know where to begin since its such a large problem. Hopefully, I have at least provided good insight as to why it happened.

Because the government makes more than 50 cents on every gal of gasoline used and the dumb voters keep voting for the same politicians over and over there is little that will be done. Now if the voters would get smart, they would put people in that would use all of the road tax money to INVEST in transportation projects. INVEST, not SPEND only a portion like it is now. Empty buses running on city streets, 4 way stop signs on bus routes, speed humps on bus routes, unused green at intersections, etc.etc all waste fuel and cause delays.

Solution is with us and that is CARPOOL. That is you either look for a carpool partner and give ride to that person and save another car from being on road. There are sites like indimoto.com which are trying to promote carpool to reduce traffic and to save fuel. One can put free Ad along with the pic for either Carpool required or Carpool offered. Both ways u r helping in reducing traffic.

We are such a rich country, that people would rather spend more money on gas and ride alone. Some states have the express lanes for car poolers only.
I don't think people care, its not going to happen.
