Yeah our 9 month old was doing this up until recently. We taught him how to clap.
The excited playful hitting and hair pulling was funny until the kid started gripping like an adult. I swear I thought he got a few hairs one day.
So yeah the clapping works and its cuter.

Your child is exploring her world. The way she does it is by hitting and slapping and by feeling the objects around. When she is being denied of it, she naturally doesnt understand why. Give her support and play with her instead of trying to stop her from expirementing with objects and sounds and textures around her. Be creative with your child and let your inner child resurface again so that you will enjoy each other's company. If anything else fails, you may consult your pediatrician concerning this attitude.

I think all the answers are great. I would also take attention away from her when she hits. I would put her down when she hits you, or if she hits another child, I would give that child a lot of attention instead of her. I would also show her how to use her hands nicely by gently tapping or "petting", and give her praise for that.

I like the clapping idea. At her age it would be better to give her another way to express herself. Instead of punishing the bad behavior, replace it with something good. My mom taught my son to do a "happy dance." It doesn't bother anyone and it gets his energy out in an amusing way.

try gently putting her hands down and in a gentle voice say "gentle hands". It may be the tone of your voice that scares her. good luck!
