Sounds like you do not know him very well. If he is a friend you found on the Internet I suggest you meet him at a public place first. So many bad things can happen otherwise. Now on to your answer. I find that if two people get along really well, talking should be spontaneous. Otherwise it shows you really do not know each other well enough. Is the silence due to a lack of interests, is something being hidden? In any case be careful if you have not met him in person.

Find out what he is interested in. Study up on it and have a conversation on that. There are a few things that I can talk about for quite a while that lead to many different topics. It would let him know that you care and are interested in him. Hopefully he will take a hint and do the same for you.
This might sound dumb, but it is "getting to know each other".

When i started dating, and didnt know what to say on the phone. ( which can be a very exciting yet, stressful thing to do hahah) i would make a list of things i would like to talk about to like to know more about him. Even if you think its something dumb or uninteresting just bring it up and see what his answer is. Or, try to remember something funny, or sad, or exciting that happened to you durring your day.. thoes are some small things and then before you know it, you'll be talking for hours..
Its so funny how one little thing can spark hours of conversation!!

It would help if you could find shared interests to talk about, also try to pick up on little things that he says and then ask questions on those things later in the conversation, that would help move the conversations along.

Sure its very easy to make a conversation more interesting. Ask questions about what he other person is saying. If they say they had a good day at work get details. then they'll reciprocate and before you know it the hours will have passed

Get him to talk about himself. show a genuine interest in what he has to say. You'll find out things he's done (maybe it's something that you would want to do) and things he would like to do. Men are always excited to talk about things they have done and places they've gone.They do not like to talk about there feelings,or how they feel about you. They tend to let their actions speak. If they treat you great, they really are into you if they treat you like crap all disrespectful then he's not. I'm not a guy but I think this will help

You have to know your limits, when the conversation starts to dull ask him to hold on and pretend you are doing something, during that time, try to think of other topics while away, upon returning, you will feel refreshed, and then hit him with the convo
