Dogs lick their paws due to stress, boredom, allergies, or they are infected. The best bet would be to take it to the vet and have him examined. There are numerous things that could be wrong, if there is anything wrong.

If he's doing it pretty constantly, he probably does have allergies. You should take him to the vet so that they can give him something to make him more comfortable. (My dog had them, and seems a lot happier since going to the doctor and getting some treatment)

BTW...I just Googled "paw licking" and read that it can also indicate impacted anal glands, fungal infections, or even emotional things like separation anxiety. All the more reason to take doggie to the vet to figure out the source of his licking. (Only if he's doing it a lot though....if it's just occasional, I agree with the others that he could just be grooming himself)

It can be allergy or a nervous behavior . Check to see if his paws are pink and irritated. If allergies, get some Gentocine spray from your vet. If it does not seem like allergy /but instead nervous behavior. Try more exercise, chew toy , corn starch on the paws or if he's a real hard case some lime juice or bitter apple spray from the pet store'.

It's a habit, like a human chewing their fingernails.
Make your dog stop it by saying NO.

The only way to really figure out why they do that is to do it to yourself.
