Plead not guilty. The police office will not prevail in the case if the basis for the ticket is illegal. The judge will decide what's what, not the police officer. This just sounds like harrassment to me. The judge should throw it out.

The taxi is a commercial vehicle, because by definition, it is a business venture, attempting to make money. Even though the taxi may be able to travel on a parkway, (which I don't think is correct), that item alone does not change parking regulations. I'm sure the regulations were written for vehicles such as delivery trucks, so your neighborhood would not be disturbed and traffic would not be affected, but as i mentioned, a taxi is certainly a commercial vehicle. The rules differ what is a rule in NY is not a rule in your area.
In our state the vechile I drive is not a commerical vechile, although it is leased to a business and has a business name on the side. But in 3 or 4 other states where other people have the exact van, used the exact same way as mine, thiers are considered commercial.
So your local city may have a law that specificies it as commercial. They can take the parking ticket to the court house and plead not guilty and see what the judge says.

The only thing he can do is take the ticket to court. If the act was truely unlawfull then he wont have to pay the ticket and the officer will be immediatly repremanded.
