Have you seen episodes where the "criminal's" face is obscured by a big blur? That's an episode where the person refused to sign a waiver giving the producer the right to use his image on their show.

yes, the criminal and the officers all have to give their permission
You would be surprised at how much is edited out.
They travel for a 2 or 3 weeks in one city with several officers to get 30 min of TV show

If someone kidnaps a 6 mo old baby from walmart.....
Do they blurr the kidnappers picture on the news?
Certain places have laws about what privacy you have after a crime.
Sometimes the blurred faces on COPS are of people who were
released for lack of evedence. That way they avoid defimation
lawsuits and %^$^*& like that...... sometimes.

Yes they are required to sign a release. Amazingly most people will sign it. The ones who do not sign are not used. That goes for the spectators in the background too. There was a special on VH1 about it I think......
