put up some posters, check with their friends and workplaces/hangouts. also try to get their picture put in some local and national papers......the big issue is always a good idea, they have a missing persons section that i always read.
get the police involved...they will be able to check their bank account to se the whereabouts of any recent transactions and see if they have cashed any government cheques (child support, dole cheque ect) anywhere.

the Salvation Army has a high success rate, but even if they do find the person, they won't give you any contact details. They give the missing person yours and leave the decision to them (UK)

where is this person missing from? try placing a message on reunion.com asking if anyone knows the whereabouts or has seen the person who you believes to be missing. good luck.
