Because you can't destroy the source of a metaphor. The people who made up the term "the war on drugs" were idiotic bureaucrats who don't know the first thing about drugs anyway.

Destroying most of our leaders will not help.
We pay big bucks to keep the flow of drugs going. What would the DEA do without it? What would we do with all the poppies we are getting for Afganistan?
To help people with their drug problems requires love and caring not war and guns.

By addressing the government officials WE put in office!!
Drugs as said by afew of the other answers are here because they are allowed to be here by the gov......It is HUGE money!!
Wrong but HUGE money.
The money is not for the peoples use, simply the use of the police and politicians!!
They will arrest a pothead here and there simply to say "we are winning the war on drugs"...that is to simply pacify you and I.
The gov. lies and that is the truth!
When electing an official...whatever he or she says to win....think the opposite and you will see the truth in them!

It's impossible especially since the US government supports the sources of drug trade and would never allow it to stop .
Far too much money involved .

Execute all smugglers. Use scare tactics on drug users. No trial of drug users either as they are not in the correct state of mind anyway. Send all druggies to orgin of drugs. "How you like {Pakistan, Colombia, Guatemala, India} ?" "oh me no likeey!"
