Your best bet is to go around to garage sales. Lots of people unloading their old VCRs and they work.
Added benifit--they are more like 10$.

Lets try cheaper than $30! How about FREE? It will be used, but, hey vhs tapes/vcrs are pretty much extinct. Check out Freecycle.org-
this website has a "group" in your city/town that you can join. It allows you to post Wanted : Free vcr in working good condition. If someone has one laying around they will post you back, and you arrange pick up w/them. You can also give up stuff you have laying around thats gathering dust. Thats there policy: everything must be offered or wanted FREE. NO money exhanged!!
Good luck! Also, yardsales, thrift stores, Walmart, Kmart, Target.

VCR's are not too populare anymore now that there are DVD's. You can buy a DVD player at Walmart for like $40 or even less, so I'm sure you could buy a VCR for less than $40 at either there or Kmart or something like that!

Walmart doesn't sell them anymore. According to this:
