What Mexico, as a country, needs to do, is locate some suitable geological material in which to carve a rock quarry. You take your rock, and you basically powderize it, and you make concrete out of it. Then, you take your concrete, and you pour building foundations with it. Then, on top of the foundations, you take bricks you've derived from your same rock quarry, and you build buildings. Then you take one building, and put a sign on the front that says 'hospital', and the other building you label 'school', the next becomes a 'house', 'police station', 'firehouse', 'store', so forth, and so on. We're really not splitting the atom, here...
