GO to a pet store like petco or petsmart. They have this spray you can put on your lawn so they know to go potty in that spot. Other than that you have to keep letter the puppy out. Keep a food schedule do not leave water and food on the floor until the puppy is potty trained. Feed then let out. In a while later give some water than let out. Let her know that peeing in the house is wrong. Put her nose in it and say bad insert name. It takes a little time and patience but you'll get there.

Consistency and Repitition is the key to training any animal, husband, or child. LOL But seriously, do not use paper training and then outdoors, it only confuses the animal. Use a certain word or words and pay attention to the actions of the pup. Once they start piddling outside reward them with hugs and rubs, no treats. The vet gave me a response when I had some trouble w/my Mini Chi...just like a child, keep them on a scedule. They will do fine...take them outside at night at a good time for your schedule just before you put the pup to bed...and within a week they should be holding it through the night. Get yourself up before the pup in the morning to get a routine going and bring her outside and be patient. Stick to one area. Eventually she will go and get the idea. Sooner than later, you'll recognize signs that she needs to go outside (even if it isn't during her routine).
good luck.

Buy a squirt bottle or squirt gun, fill it with water and use that each time. Yell like you mean it, squirt the dog a few times (not in the face) and be consistant. It works best for cats, but some dogs hate it too. Plus, you can be a good 5-6 feet away and still be effective.
Be sure to do it imediately after it happens. If not, you'll have to drag the dog over to the mess and shove their nose in it while you yell. Otherwise it won't know what you're yelling about.
Take the dog outside each time, and be consistant with what door you choose so that it chooses that door each time it has to go. Consistancy is your best bet here.

If you bring her to it and make her smell it and then send her outside that may work, also, if you want to leave the dog inside the house while you're gone then put her in a small room, and she won't go inside the room because she wouldn't want to smell the bad smells.

just so you know... if you rub a dogs face in it, they have no idea why you're doing it. a dog doesnt have the memory of it, nor can it associate him getting in face in it with doing it. to him, you're just being mean. take him to petsmart or a like store and let one of the pros help you train him. i'll bet they wouldnt recomend you yelling or anything like that. also, make sure you clean the spot well, if they can smell they'll be more likely to go in that same spot. it takes a lot of patience!!

I found that paper training and moving the paper towards the door each time you place her on it and enventually outside worked best for all my pups

it took us forever to get our 2nd dog housebroken!
i think repition repeition repetition! dogs want to go outside, i just don't know why they don't at first? the more she was out the more she FINALLY went outside only!
people have told me actual meat/food worked for them, like a little piece of hot dog or something RIGHT after they had peed?

put her out and shut the door. don't let her in until she's adapted to the outside, of course, feed her and all.
more realistic: try letting her out a few minutes each day and increase the time each day. she should adapt in a while. remember, it takes time. try to be patient, =)
