Well, there isn't really a "best way." There are many different reasons for sleep problems, and every one has a different solution.
First off, it may be a good idea to take a look at your environment. If it's excessively noisy or has a lot of light, your body may have trouble getting to sleep. Simply buying earplugs and an eye-mask could solve this completely.
Another common cause is stomach discomfort. This is the real reason why the warm milk strategy has been so effective. You may want to try that, just heat up some milk and drink it before you go to bed. It'll calm your stomach. I would also suggest watching what you eat before bed time, as heavy or spicy foods right before you hit the sack could be a bad idea.
Then there's the problem of a racing mind. This is the one that I've struggled with. What's worked for me in the past has been counting(incredibly boring but if you focus on the counting than it keeps your mind from wandering), focusing on one thing, like repeating a word in your head over and over, or even listening to music. This last one has probably worked for me the best. Find some sort of calm music, or anything that you're used to. That way you can focus on listening to the music instead of whatever it is that your mind wants to think about.

Don't eat a heavy meal just before bed, don't drink coffee, get up at a reasonable hour in the morning and take some excersize in the late afternoon.

drink buttermilk, or eat yogurt 2-hour before bedtime. Note: Buttermilk is the same thing as plain yogurt. Try adding some strawberry syrup to it. Makes a great yougurt substitute.

Go to bed:) Try listening to music thats what I used to do when I was really stressed with my exams and I could'nt sleep at night but when I started listening to music it really helped me to get to sleep........I listened to a lot a classical because it's often really relaxing. (Try listening to Debussy) Hope this helps a bit!
