They are called sebaceous cysts.These occur due to blockage and infection of sebaceous glands present in your scalp skin.They settle with initial course of antibiotics.Occasionally they need incision and drainage. See ur doctor.

Bites from fire ants cause pustules the day or several days after being bitten. Other insect bites can cause a reaction that may lead to a pustule. Could it be flea bites? Chiggers, also, get under the skin and can react with your body's immune system and cause pustules. If they are not itching or hurting her than I wouldn't pay much attention to it if this is the first time it's happened. I'd give it a few days and see if they go away. I would document when you saw them appear, what she did before, during and after getting them just so you have a record and history should this turn out to be something other than ant bites. :)

When did it start? When I got chicken pox, it started in my scalp. Take a hot bath or shower, heat will make it come out faster on your body. Its not head lice.

If the bumps somewhat follow a line, it could be shingles. I would definitely seek medical attention on that.

they really could just be zits on your head
you might want to try a clarifying shampoo and be sure to rinse well
also might want to limit hair gel, hair spray etc.
perhaps you are sensitive to a hair product you are currently using
