When I sweat, my upper lip tingles a little and turns redish/pink. Could this be toxins such as nicotine..or something worse.

Relax - It's the blood rushing into your skin that you feel. The skin of the lip is covered with keratinized epithelium and its underlying tissues contains sweat glands, that's why it sweats a lot around the lip.
