Go to a salon and have them do it for you. If you do it on your own that light, you might damage your hair. I know it's expensive, but just think how much we spend on clothes and such. Your hear is something you wear everyday!

Did you use a bleach or color? I would never highlight using color, it's a HUGE mistake alot of people make.
If you used a bleach you probably just didn't leave it on long enough. You can redo it, but I'm sure you'll end up w/ a major mess.
If you used color you can not color over color, again you will end up w/ a major mess.
You really need to go to a professional like what you should have done from the start.
Did you know that there are alot of metalic colors on the counters of drug store. Metallic dyes are very harmful to your hair. If you put another chemical over a metallic dye you can cause a explosion on your hair that will totally ruin your hair. You really should not be coloring your hair if you don't know what you are doing.
When you try to do corrective color at home about the only thing that can happen is disaster!!! Gotta be careful.
If those over-the-counter products were any good don't you think the professionals would use them?

Go to a beauty whse such as Sallys and get what is called a Toner. It should be blueish or purpleish in color and it will counter-act the orange hues in your hair. Follow the directions on the back of the box. It is a wash and rinse procedure.
BTW- Your hair is orange because you didn't leave the bleaching product on long enough.

the orange comes from the red pigment in your hair. You can go back and either put some hair color on your hair and get it dark again or try leaving the product you just used on longer. The developer should turn the hair yellower. The developer you used is what turns the hair orange. Leave it on longer and that will turn it eventually blonder. Remember though, it strips the color off your hair and it is very harsh on your hair.

i had this problem once (my dad called the natural clemson cheerleader haha) anyways depends on what your natural hair color is.... Blonde= bleach it (i know its bad for your hair but so is dying & highlighting it in the first place lol.)
Dark color= dye it back the natural color it was or a color close to it anyway then get it professionaly done by a hair stylist)

You can redo the high lights and make them lighter,to get them blonde or you can get a toner that has purple in the base to get rid of the orange.

go to your local beauty store, like Sally's Beauty, and see if they know anything that will fix it without harming it any further. The people who work there are trained cosmotologists and they are very helpfull!
