Are you talking about Lincoln's Challange?

Lincoln's Challange is a camp run by the State National Guard in Illinois... it goes year round and from what I know of it, its directed toward troubled youth...

The only thing I can think of is CAP-or any program like that-where you have encampment for a week. You see what it's like in basic training-actually go through it.
