Your Telly is what we say screwed...
during a thunderstorm a couple of things can happen...
1:lightning strikes your house,gets earthed huge pop and all you fuses kick off all at the same time...
2: lightning strikes further a field but hits an electricity line causing a "spike" this spike travells to a house that is not surge protected and bye bye go your stuff...
by stuff i mean your tv (telly)
inside you tv the are 3 guns
these are called cathode ray guns
1 is red
1 is green
1 is blue
primary colours...
here the cacka part...these guns fire cathodes into the tube (hence the telly being called a cathode ray tube ...CRT for short). if one gun is not firing then you get a convergence of the two remaining colours...if two guns have failed then one colour is more prominent.
you are showing blue...in a nutshell...
1:get an new tv.
2:get a belkin anti surge power adapter that covers ytou to the sum of £4000.00
3:next time there is a storm...turn as many plugs off as you can...
electricity spikes are like an active homing missile...it will lock on the the strongest source of consumption and helllllllooooooo mamma....tv gone and other appliances.

The tv screen turns blue when it is tuned into sky & not getting a signal. Could be water in the transmiter box on the dish

If you have a dvd or video player hooked up to the TV, that also shut off when the power went out and probably never never turned backed on. Try turning the dvd player on or switch between tv and dvd player.

It sounds like its not getting an input signal - check your aerial on the roof, or if you're using Sky check the dish and all leads coming from it.
It doesn't sound like a TV issue to me, more of a "the tv is not getting what it should be getting" kinda issue.

if you have a satelite dish it could have knocked of the signal try ringing sky or your cable company cos it does that when there is no signal and due to storms electric can bugger the frequency could try turning it if at the mains including your sky box or cable box and start the install sequence again this may help

Broke, I'd say. But maybe it can be fixed, mine was broke n sounds like a similar thing, my aerial receiver thing in the bk had burnt out, cost about 80pound to get replaced
