He still has interest in you and doesn't want or can't let go. He is trying to keep you on the side and make sure you aren't with anyone else.

There are some men who refuse to give up on a relationship even after it broke up. The best thing to do is be honest with him that you do not want any more contact with him in the future, and the relationship is finished.
