I would tell him that you only like him as friends and if he likes you any differently then he needs to tell you because you don't want to hurt his feelings when you do not have the same feelings.
It is strange that he sends you love poems and then ignores you. Tell him you don't like mixed signals and are still willing to be friends. Tell him why you like him as a best friend and if you were to even try to date when you don't feel the same, that you do not want to ruin your friendship.

Write him a heartfelt letter about how you feel about him. Make sure that you are clear about your need for a platonic relationship and that romance of any sort could possibly ruin this. Don't give him the letter though, sit him down and read it to him. He won't be able to act like he doesn't know what you are saying if you are saying it in person.

if u dont like him in that way and he really wants to be more than just friends things will probably never be the same but the only thing u can do is sit down in person and talk to him and tell him how u feel and what kind of relationship u want with him. and how that things arent that weird.

go up to him, and tell him you want to just be his friend, nothing else. If he keeps persisting, tell him you won't be his friend anymore until he stops. Kind of harsh, but believe me, it will work.
