i need to make packaging in which the thing inside (usually styrofoam balls ) that can decompose and not melt, stick or make someone have allergies

Use cork. Cork will decompose and not melt or stick, and is non-allergenic. Cork is 50% air and is therefore resilient, and would be a great cushioning material. Cork is a wood and can be cut in all kinds of shapes, and therefore would make a great packaging material.

Use buttered brown paper bags inside a plain brown paper bag. The oily makeup of the butter prevents sticking, butter and plain paper are biologically friendly to detrites, the buttered paper resists water penetration. Few people are allergic to touching better, just eating it. If you can't use paper, try intestine casings..They used to be used for sausage and hot dogs, but not much anymore. You'll have to contact a meat packer or processor to find where you could get some.

wow theres a tough one. Have you tried capher leaves? They usually help clear up allerigies not cause them. Run some string thru them for thickness, string disovles. Hmmmm.. another idea, yarn, you can weave it into different shapes to fit what ever your doing. They have some that is hypoalergenic. sorry, thats all i can think of right now.

Use thick paper, like posterboard.
