If it is Flash you want, try SWISH. Go to http://www.swishzone.com/index.php
If it is HTML, try an Open Source package like NVU. Go to http://www.nvu.com/index.php
I use both and never had trouble. Easy to get you going.

Dreamweaver is good. It's a bit tricky to learn but then it's easy to use afterwards as eveything fits into tables. All web design stuff glitches by the way. It's just how it goes for now until some clever person puts that right.

Agree with some of the responses here. If you are already an MS user, FrontPage is simple to use as it feels like all the other MS Office packages.
You can use the built in templates (similar to PowerPoint) or browse the MS website for templates which makes it even easier to create your site.
Dreamweaver is another one that I recommend. Slightly trickier to get the hang of but once up and run is more powerful. To learn more about Dreamweaver take a look at the link below.

Do you know Microsoft Word? If so, then I recommend Microsoft FrontPage because if you know Word your learning curve for FrontPage will be virtually nil. A true web designer will balk at the bloated files FrontPage creates and will be correct. However, when I needed a web site for my business and did not want to have to learn new software, FrontPage was the answer. It's a fully functional product too so if you have time to experiment you can add more features to your site. Apparently Publisher is v easy, someone at work designed a website for her husbands' business. She used godaddy.com to host it if that helps.

Well photo shop is for designing the icons and menus and if you look on the tutorials its easy steo-by-step. I got many buttons and links done and im barley a teen yet.
