You can try compressing it. WinRAR usually makes the smallest files, but not always. It does way better than ZIP.

If it is a single database file, there is usually a tool to compress the database. It removes holes left by deleted or changed entries. If that hasn't been done for quite a while, you might get half.

I doubt that you are going to get half. Depends on the file type. If you try to compress JPEGs you are out of luck since they are already compressed.

Can you give additional details on the type of file? If you just want to send something to someone over the internet, you can download 7-zip from 7zip.org, which can split up files into split .rar files that can then be extracted by someone else with a rar-extracting program.
