I am sorry for your mom's misfortune. Alot depends on what kind of stroke she had. A stroke due to clot causes destruction of brain tissue, and most damage is irrevocable and she is likely not going to get much better than she is right now. A stroke due to a hemorrhage, or bleeding, doesn't necessarily create permanent damage and often a person can recover fully. With rehabilitative therapy and determination many who have hemorrhagic strokes do regain full function.

Her paralysis may lessen, but it's unlikely to completely disappear. Her brain tissue that controlled the movement on her side has died. Any ability to move has to come from different areas of the brain, and that requires physical therapy. She is going to have to work at regaining mobility. It's not going to happen any other way.

The same goes for her speech. She needs to work at regaining
language skills. Since it has only been 2 weeks you can expect
a good deal of improvement there. Speech is a complicated process, and the stroke is initially very disorienting. Even those who do regain a lot of their ability to speak do very poorly for a while.
