... if "yes", should the hairdresser or customer be fined? (or both?) Also, on a related subject, should men receiving high-lights fall under the same by-law?

Did someone have a bad salon experience? lol ;) Don't tell me the fedora is hiding a funkalicious fro!? *shakes head* We won't fine you, the stares will be punishment enough *giggle*

I wish they would perm hair in a separate room. Why should everyone have to smell that trapped because you half way through getting your hair cut. Some men should have to get high-lights by court order. I hate seeing people with their hair so uniformly they look like a corpse.

Perming hair is two different things that achieve wonderful results when applied by a competent professional:
Perming for Caucasians means to make straight hair curly
Perming for African Americans means to straighten the hair.
I honestly don't understand your question and illogical reasoning.
If you have received a bad perm job you do have a recourse with the salon that gave it to you. If it was a "kitchen job" then you probably learned a valuable lesson.

I just found out that in MI there's a law that a woman is not allowed to cut her hair without her husband's permission.
