It will vary slightly depending on where you are, but around here, you would be charged with Unlawful Breaking and Entering a Vehicle, Theft of Property 2nd Degree, and Evidence Tampering.
Reaching into an open car is still breaking and entering, stealing a controlled substance is felony theft, and whether it has been "put into evidence" or not, the marijuana is still evidence.
The person the marijuana was evidence against would still be charged with it. You wouldn't have helped them any. You would just have screwed yourself up with multiple felonies in some ridiculous attempt to try to get some drug addict from being charged with a misdemeanor.
If anything, the officer might get told by his supervisors that he needs to secure evidence a little better next time, but not much will happen to him. He's not the one committing felonies.

This all depends on whether they catch you or not. If they don't catch you ....nothing. If they do catch you, you're screwed. You'll be charged with larceny, possession of narcotics, interfering with police and tampering with evidence. That's aside from the beating you're likely to get. So smoke it up now blunt boy. It will help the pain.

in addition to theft, you could probably get an obstruction of justice charge. The cop would probably just get a reprimand.
