The first answer is correct. Photoshop and Illustrator are two different programs that offer very different things. Photoshop is mainly for photo manipulation but you can also do some drawing on it but it is not as good as Illustrator. Illustrator is a vector based program which allows you to draw vector items. Vector is math based and will basically allow you more freedom if you are going to create something that will need to be various sizes since vector shapes are 'math' based you won't have problems with things being pixelated when they are made larger. Most Graphic Artists use a combination of both programs, I do. I would recommend looking into getting the adobe creative suite as was recommended in your first answer as well. Also take a look at some tutorial sites for Photoshop and Illustrator and also look at books that show you how to use each program. These are professional programs that do a lot and they cost a lot of money as well but both are very, very good and are the industry standard. Check out these sites for some good tutorials.....

They work together to some degree but have different emphases on what they do: Basically, Photoshop is used to manipulate photo/graphic images (tweaking color, contrast, brightness ... to a very high level of course) and Illustrator is a drawing program and it handles text a lot better, too. So do you do more drawing and layout of graphics or want to goof around with digital pictures/photos? If yr considering getting these programs, get the Adobe Creative Suite which adds some other good programs on top of Illustrator and Photoshop. This is high end stuff, tho and thats why they charge so much. For photos you can try Adobe Photoshop Elements as something easier to start with.

I'd like to make greeting cards, mainly with my own images and drawings. I'd also like to have access to many formats, like tags, smaller cards, postcards etc…
Are photoshop elements and illustrator the right programs, or is there a simpler and cheaper version for what I'd like to do?

Photoshop is for photos (obviously). It is good for photo manipulation and fixing, and stores information as pixels, called a rasterized file. Illstrator is for creating digital art, usually from scratch. It saves information as lined called Vectors. They have differetn applications and uses, but cn be used together to create an overall pice of art.
