Call your local animal control and tell them exactly what you just posted here. They will have resources and will be able to place the dog in a "no death" animal shelter, who will keep the animal until they find it a home, rather than put the dog to sleep merely because of the breed of the dog. They may also know of any local Pit Bull rescues that will be helpful. The most important thing is that you report this a**hole for putting his dog threw such abuse. it's a**holes like this that make this breed mean and vicious and give them a bad name. If you're worried about them finding out that you reported him, don't worry animal control will keep it anonymous. Make the call before he kills this dog!!! Good Luck:)

Thank you for helping this poor animal. You will probably need to report it directly to law enforcement or animal control (and don't forget to follow up if they don't do something within the next day or so). I don't know think a pit bull rescue would have the authority to remove it directly from the home.
The problem in my city is that the SPCA and animal control will TAKE pit bulls, but they will not adopt them out--no matter what, even if they are gentle. ALL pit bulls are put down--period. So, you should check with your local SPCA and see if they have the same rule. If so, then you might want to line up a shelter or rescue that will take the dog first, then contact the authorities and tell them you have already lined up a home or shelter for the dog and ask them if that is acceptable.
I hope and pray everything works out and this has a happy ending. Whatever you do, don't give up. You might be the only friend this dog has at the moment.
P.S.
The poster above is correct--make the call annonymously. By law, if you report annonymously, they are not allowed to disclose who reported the abuse.
P.S.S.
Please follow up and let us know how this turns out.

call your local animal control office and tell them your concerns. They should be able to help you or direct you to someone who can. Without proof it's really difficult for them to simply come and take the dog away, so their hands may be tied. I don't know if you or your sister would ever have the chance to snatch the dog, but it might be it's only hope. Before doing so, make sure you have a secure place to hide it and a group that will be willing to take it in and get it placed in a good home. Try checking Petfinder.com for local animal groups. Don't narrow your search to just a pitbull rescue, many groups take all kinds of dogs

Good for you for caring!
If you have an SPCA (See first link below for VA's) that is a good place to start. Ask if they put down Pits first or if they place them in rescues. In Chicago here most will take them in but place them in specialty recues for adoption.
If not here are some links to Virginia rescues. Rescues are pretty networed into eachother sometimes so call even one of them and I bet they can ge tyou in the right place to make sure the poor little baby is handled in the best way possible.
Here is a list of Recues in Virginia and they all seem to take Pits in and help them http://pbrc.net/webapp/cgi-bin/orgs_by_state.cgi/56621420f22a91702591d27922990cce#V
Here is the main website for that list a good site for everyone to read and understand the dire situation the dogs not people are in...http://www.pbrc.net

Hi, I understand that you are looking for some advice or resources to help fully train your dog or fix behavior problems. If a professional dog trainer is not an option at this time, or if you want to trt training your dog on your own (a great way to bond), I'd suggest you https://biturl.im/aU7HS
A friend recommened it to me a few years ago, and I was amazed how quickly it worked, which is why I recommend it to others. The dog training academy also has as an excellent home training course.

First you must call the local humane society or county animal control about the abuse. If you are able to get the dog, there is an organization in the Fredericksburg area called Bully Paws that is a pit bull rescue. They may be able to refer you to somewhere in your area.
It's sad isn't it? Pits can be such wonderful dogs but it's the little cocky sumbitch owners who get them as a status symbol that really do bad for the breed.

The ASPCA putsthem under evaluation and see if they are adoptable. They don't just kill them they give them a chance and evaluates the dog's behaviorand if she is as sweet as you say you should have no worries! But please you are doing more harm by letting herget beat down and staying there with that abusive person. If they put her down atleast it will be fast and humanly this guy is going to end up killing her painfully and slowely. But have hope she will find a good home...

what i am about to tell you is illegal: if the other methods mentioned above don't work. you need to steal the dog and get it to an out of state rescue. say you are taking her for a walk or something and then oops, you lost her. give her to the rescue and get her outta there. good luck.
also, be prepared. jerks like this will just get another dog and move on and do the same thing.

All you do is call your local ASPCA office and report abuse and give them the address. They will take care of the rest. They will find a good home for the dog too.
You should watch Animal Cops on Animal Planet ;)

You need to call and report this sicko to the police!!!!!!!!!!!
NOW!!!!!
Pick up your phone and call 911 tell them you need to report a crime.
The dog will be taken to the City Pound. You can then call you local SPCA and ask them to go to the pound to see the dog. They may be able to place it in a no-kill shelter.
Consider adopting the dog yourself if you like her so much.
CALL NOW!!!!
