I would disagree that metal studs are stronger than wood for this application. Screws use friction for their holding strength and there is little contact area where a screw contacts sheetmatal studding as opposed to wood which contacts the screw shank along it's full length. For light use or 4 legged shelves, this is an acceptable method
The strongest anchoring system short of removing drywall and installing wood between the studs would be to use toggle bolts. Find the studs, drill proper sized holes through them and secure your shelf at those points. A stronger support would be to fasten a ledger board to the outside of the wall using this same method and attach your shelves to that board with screws.
If your shelves have legs on the room side, this will be the best for heavy use.

Anchor or toggler screws. The anchor goes into the wall. Then the screw goes into the anchor and flanges come out like wings. here's a picture on the link.
Remember, drywall is not meant for heavy objects! You will need to tap directly into a stud. You can also find extra long screws and stud finders at most hardware stores.

I would use SHEET METAL screws into the STUDS at all possible. Are you using a stanchion and upright system?
I use the "self drilling" 2 1/2" hex head SMS's and use a power drill with a 5/16" hex drive. This works great for me.
IF you can not screw into the studs,My favorite type of drywall anchors, are the type that have a slf drilling pilot and a pivoting toggle to them. They work great!

It depends on the gage of the studs, but MAKE SURE to use a FINE THREAD SCREW not a course thread. If it's 25 or 20 ga you will need to use a sharp point screw, if it is 16 or 18 ga make sure to use a self tapping screw. Take the screws in slow so they don't strip out. Since it's heavy duty I would use a #12 screw, the head of the screw is up to you, whatever looks the best.

You can use drywall screws. Metal stud is a hundred times better than wood.

The instructions for mounting our very heavy TV to metal studs called for toggle bolts with #12 machine screws.

Some kind of long sheet metal screws. I would bet that the same fasteners used to attach your drywall would be just fine.
